If the Venturers are also registered to a troop, the Scouts BSA advancement is done through the troop.
If they are not registered in a troop and have reached First Class, then from the Crew roster, click on the Scout, click on Edit Profile, turn on the Scouts BSA Advancement: field, click update. Then you will be able to enter Scouts BSA advancement.
